Kim Downey Appointed as Harrison’s First City Administrator

The City of Harrison has named Kim Downey as its first City Administrator. A lifelong resident and dedicated public servant, Downey will continue to serve as Finance Director while expanding her leadership role to oversee daily operations and support city staff across departments.
The appointment was announced during the July 15 City Council meeting and officially took effect July 1.
The new role of City Administrator is part of Harrison’s long-term plan to strengthen city operations, improve internal coordination, and enhance responsiveness to residents. Downey will serve as a central point of leadership, helping to move projects forward, support department heads, and ensure efficient day-to-day operations.
“This is a major, positive step forward for our community,” Downey said. “I am thrilled to serve my hometown in this capacity and hope to provide strong leadership and open communication to help build a more connected and effective city.”
Downey’s experience as Finance Director gives her a deep understanding of city operations and budget planning. In her new role, she will also act as a conduit between City Council and staff, helping to implement policy decisions, coordinate efforts across departments, and streamline communication.
